rumors that the administration and the Legislature are plotting to cut employee fringe benefits and block salary increases James met with more than 80 state department and agency heads on Thursday Persons at those meetings said the governor told them he has no plans to change employee fringe benefits or block annual merit system raises In a memo distributed at the meetings James wrote officehas not proposed any pay period Changes or any other changes in current fringe benefits whatsoever nor will this office support any such changes during this legislative On merit raises James said in the memo that employee eligible for an annual increase should be evaluated on the basis of his or her performance on the job "Those who fully measure up should be increased" he said who do not should be denied in creases until their performance is such as to merit Later Thursday about 200 state employees attended a meeting at the state Highway Department that was organized by the Alabama State (See complaints not substantiated SCOTTSBORO Ala (AP) Of ficials of Bellefonte Nuclear Plant were informed today that complaints about poor welding at the facility were not substantiated by an in spection Charles Murphy of the Nuclear Regulatory reactor construction and engineering support branch sent word from Atlanta that an NRC inspection of 60 welds has been completed He said inspectors found nothing to back up complaints by a former welder at the plant Tom Keel of Decatur Ala that welding in pipes near two reactors was suspect Keel had said workers had failed to follow quality control procedures Keel mentioned 40 welds but Murphy said 60 were looked at because NRC inspections go beyond what is in a complaint Murphy said inspectors did find some improper welds in low pressure piping but found nothing to indicate those welds would not perform their service employees as does Lemaster's bill This bill has no provision that existing state employees will remain on the retirement system keep the same pay scale or even have a job The engineer to direct the county road department under this bill would be responsible totatlly to the commission with them doing the hiring and found no evidence that TVA had hired inex perienced people as welders as Keel had claimed Keel led two NRC inspectors through the plant last month and later filed a $18 million damage suit against AL CIO Plumbers and Steamfitters locals in lorence Ala and Gadsden Ala He charged the union would not hire him back at the Bellefonte project because of his criticisms Keel also said his life was May 18 Savings bond interest up By LOUISE COOK Associated Press Writer The government has in creased the interest rate on US Savings Bonds for the first time in 5 years meaning extra money for millions of Americans The increase announced Thursday takes effect June 1 and raises the interest rate from 6 percent to percent on bonds held to maturity Carolyn Johnston director of public affairs for the Savings Bond Division of the Treasury Department said that statisticians were still calculating what the increase would mean in dollars and cents to in dividual bond holders In general terms however she said that holders of Series bonds will be able to collect more when the bonds reach maturity if you buy a $25 bond you will get more than $25 when it reaches maturity Holders of Series bonds meanwhile will get an in crease in the semi annual payments they receive Bondholders do not have to do anything to get the extra interest it is automatic Ms Johnston said the raise means the government will have to pay about $400 million in additional in terest each year on the nearly $81 billion worth of bonds held by some 25 million American families The interest rate on Savings Bonds has not been increased since Dec 1 1973 and critics have charged that the bonds represented a poor in vestment for small savers who saw their interest eaten up by inflation and who could earn more money elsewhere rates in general have been rising" Ms Johnston said The increase it (the Savings Bond) more competitive" The two most common bonds now in existence are the Series and Series Under a plan announced earlier this year the Treasury Department is phasing out these bonds and replacing them with Series EE and Series HH bonds starting next Jan 2 WASHINGTON (AP) House leaders are blaming immediate com ment but Rep John Dingell Mich chairman of a House Energy sub committee said it was unlikely the president would try to find another rationing plan acceptable to Congress A White House spokesman said Carter would comment on the situation today While Carter could send a new plan to Congress the one voted on Thursday faced a riday deadline for action and there is no legal requirement for him to fashion a new plan The rationing proposal originated with a 1975 law which required the president to propose various standby measures for use in case of a major cutoff of foreign imports
